A Technical Assessment of the Program was carried out as part of the preparation, consistent with Bank Policy and Bank Directive ‘Program-for-Results Financing’ and in accordance with the World Bank Guidance Notes for ‘Program-for-Results Financing’ in the proposed participating states, namely, Delta, Ekiti, Gombe, Imo, Kaduna, Katsina and Plateau. The objective of the Technical Assessment was to assess the adequacy of the Program arrangements and their performance in four main areas: (i) strategic relevance and technical soundness; (ii) expenditure framework; (iii) results framework and M&E capacity; and (iv) economic justification.

The Technical Assessment concluded that the Program is strategically relevant and technically sound. A number of gaps have been identified which could be addressed through the adoption of key measures included in the Program Action Plan (PAP) and the Investment Project Financing (IPF) window. Moreover, the Program design Recommendations are included in the Technical Assessment to strengthen the implementation of the Program. The Technical Assessment was carried out virtually given the travel restrictions during the global COVID-19 pandemic.
